Creating an Environment for Nuclear Disarmament (CEND) Initiative, launched in 2019, brings together over 40 countries to address nuclear risks and arms control challenges through inclusive and open dialogue. Unlike traditional negotiations that often stall due to rigid national positions, CEND fosters practical discussions to identify fresh ideas and solutions. It includes a diverse mix of nuclear-weapon states, non-nuclear-weapon states, and countries outside the NPT, creating a platform for meaningful collaboration. By focusing on real-world challenges rather than consensus-based texts, CEND aims to break the deadlock in disarmament efforts and promote global security.
