The Algorithmic Trigger: AI, OODA Loops, and Nuclear Command in South Asia

Associate Director Zohaib Altaf and Research Officer Nimra Javed appeared on the show hosted by Dr Lokman Karadag to discuss the growing importance of responsible AI integration in global security, particularly within South Asia, where India and Pakistan, both nuclear-armed states, face unique strategic challenges. The experts emphasized that while major powers generally agree AI should not directly control nuclear command and control systems, the indirect influence of AI-filtered data, automated sensing networks, and rapid-decision environments can still shape strategic choices and potentially heighten risks. They highlighted the need for strong human oversight, quality decision-making time, and clearly defined codes of conduct, especially in crises where political tensions and mistrust are already high. Despite strained India-Pakistan relations, both countries have expressed support at international forums for keeping humans “in the loop,” providing a potential foundation for future cooperation. The panel concluded that the most immediate challenge is not AI itself but the absence of dialogue and crisis-communication mechanisms between the two states, stressing that sustained diplomacy, expert engagement, and institutional safeguards are essential for strengthening regional stability and ensuring that emerging technologies are used responsibly for the benefit of all.
